[Compcomm] Release Criteria

Recently, regarding the name discussion, a lot of developers have
decided that we do the poll again, so it is done properly. A very good
point was raised on the forums, that doing this again should buy us
some time to push out a polished release package (0.1)

Ideally, we should sync with Compiz Core releases, so we need to
contact David about that.

However, that is besides the point. We can decide the new name soon
and wait a while until packages are released. We need to release
packages soon.

Hence, to know exactly what we are releasing, we need a release
criteria and date.

I believe for the date, we need to contact david and ask him when 0.6
and 0.7 of the compiz core are coming out. We also need to decide
whether we will be based on 0.6 or 0.7.

For the release criteria, we need to decide what goes in which
package. Fast. We also need to decide the spec for 0.1. I will start
with what we think we need by that time.
