These sound like good ideas, but it seems like 3 projects in
one.

There is creation of a large set of plugins - This cannot be considered
as a sub-project because its everyones aim to create more plugins.
If you wanted to create a very specific niche like accessibility or
eye candy plugins, then they would deserve a specific sub-project.

The configuration system is another sub-project.

Working towards standards for composited desktops is also an separate
project, although I think the best place for that discussion would be fdo.
